Plenty of cells carry no number. That is the puzzle, not a glitch: a blank cell has no rule, and the printed numbers are enough to pin down one answer.

About Hedge

Hedge is a free daily slitherlink from Mind Loft, the loop puzzle also known as fences or takegaki. Every day you get a grid of numbered cells, and one single closed loop that satisfies all of them. A number says exactly how many of that cell’s four sides the loop uses. Only some cells are numbered, and the blank ones are meant to be blank: they carry no rule, so the loop is free to use as many of their sides as the numbers around them demand.

The deductions build on each other: a 0 kills four segments at once, a 3 in a corner forces its two outer walls, and every dot the loop reaches must have exactly two lines leaving it. Cross out the segments you have ruled out, watch each number dim as it is satisfied, and the loop closes itself.
